Are STW able to supply a Certificate of Newness and also confirmation that the engine will not exceed 20mph?

Hi there, when I registered mine, STW sent me letters stating that all parts were new, max speed 4mph.
Sent copies of these to DVLA with relevant forms and had no problems.
