Foden Regulator Empty Foden Regulator

Hi there
Like other engines I have had problems with the regulator passing so I opened it up for a look.  The pics attached show the problem but what is the cause of it.  There are deep circular indentations on the regulator puck (although easily removed with 160 grit followed by finer stuff then crocus paper.  There is no sign of scoring on the cast iron face.  Any ideas as to the cause??
