Regulator valve assembly

I'm having a problem mounting the Regulator valve  face (SCC41123) to the block. The instructions say that the countersunk mounting screws should be  below the surface of the plate. Therein lies the problem



I have screwed the screws in as tight as i can get them and they are nowhere near flush. I have relieved the counterbore a little in an attempt to get the screws to sit lower, that didn't work so then I have ground a little off the thread end of the screw in case they were bottoming out but that hasn't worked. They still sit proud. Any advice would be helpful.

Also has anyone any idea what this little monkey is for? there is no mention of it anywhere in the instructions! Apologies for the picture being upside down

All sorted. Made a little jig and machined the heads down until they were below the surface. Just had to be careful tightening them up as quite a bit of the hex drive had gone.

The spring goes in the blind hole in the bottom of the regulator nut BU41118.
It applies pressure to the top of the regulator puck SCC41124.
