Hi

I can not help with the origin of the boiler but the cork insulation is quite common in model engineering boilers.

You need to talk to a boiler inspector at a model engineering club. They will hopefully agree to carry out a shell test at twice working pressure and issue a unique boiler number and certificate. The cork is ok.
