Who is Shaun D??
Does anyone know who Shaun D is? or how I could contact him. He has a number of photos uploaded to the FlickR galley on the STW main site, but the ones that interest me are the two of the Showmans he has photoshopped to get them to look like a watercolour. I need to do this to a picture of a carousel I have to finish the front of my organ off.

Alternatively if anyone knows what program this is that does this effect or how else I might be able to acheive this I would be grateful, I want to make a picture of a carousel I have look like a watercolour so I can put it on the front plaque of the organ I have built.

You can contact him by going to his photostream and clicking on the email envelope that will appear on the top line next to his profile picture. Obviously you would need to sign in. His email address is also given in his profile if you are not a registered user.
However this looks almost certainly like an HDR image to me.
Edit... Looking at the description it's in it's an HDR shot, there is plenty about this on the web, and if you don't have photoshop there are lots of program's out there that will do it for you. You would have to play to get the effect you are after. I have use a few of them and found dynamic photo HDR to be one of the better ones. Here are a few I did a few years back....some are more obvious than others....I'm not sure how many images he used to create the effect but I would guess 5 or 6 from a single raw file. The more dynamic ones below are from 5 images.

The effect is not a water colour it is actually what is called High Dynamic Range image. Where multiple images are taken to try and produce what the eye actually can see. A camera can not handle the vastly wider exposure range of the mark1 eyeball.
The effect is created by using 3 or more images.
One exposed for sky and highlights
One exposed for mid range colours (Your normal picture target)
Once exposed for shadows and darker detail.
Or one image is adjusted to produce the 3 required above, but not to the same standard.
These 3 or more pictures are merged in using the HDR mode in a number of picture packages, and free addons. To produce the, to me a very unpleasing image, if pushed too far as in the 2 examples linked.
You can tell it is a HDR by looking for the "halos" around the edges especially the sky interface.
It can be done using Adobe Photoshop CS5.5

If you have photoshop there is a watercolour filter built in, think the HDR way works best though.

i actually have a program that will do this. it's called "photo art master classic" by GSP.
I'm sure you could still get it. it's really cheap but works well

looking at the reviews on there, a few people are saying they have compatibility issues. they are doing it wrong. all you need to do is click on "run program as administrator" when you open it and it works fine.

Watercolouring
Whoops, should have had a look at Shaun D's pictures first. Photopaint doesn't appear to have anything to give that effect but playing around with the settings in the watercolouring feature can create a range of interesting images - well I thought so!!! Not quite what you are looking for, Kev, but hope you don't mind me doctoring your photo.
