rear axle tube Empty rear axle tube

Hi all,
Couple of questions.
In kit 10, the rear axle tube has 8 bolts but 16 washers, the instructions don't mention the washers, I was wondering if anyone can tell me where the washers should go, should it be 2 under each bolt head or are they used as spacers somewhere?
One more, do the mating surfaces of the axle tube and second shaft tube need to be free of paint where they are bolted to the Horn plates?

I don't know about the washers, but I would recommend metal to metal contact on the axle tubes. If You leave paint in there, You'll be for ever having loose bolts when in steam!
